Microsoft has released a large roll-up of updates that includes every one since SP1 was released in 2011!! There have been a lot of issues lately with Win 7 updates not working for many many users.
This should be a good way to get the updates you've been missing. Net updates or many "optional" Win 7updates (about 15 or so if i recall right) Tech Net Blog post regarding the download.
In fact, in Windows 10 and Windows 8, the service pack, as we know it from previous versions of Windows, is essentially a dead idea.
Much like updates on your smartphone, Microsoft is continually adding major features via automatic patching.
I have used this a number of times now and it does not include the GWX nags in it but it does include the new telemetry updates.
A fresh install from older media won't have this included.
